Plastic rice is a FAKE rice made in china.Its made up from chemicals and potato.Some types of polymers also added to it.After creation of fake rice some fragments will be sprayed on this rice and after that people cant identify which is original and which is fake.Normally the plastic rice will be mixed with genuine rice and it will be exported to outside of country.
